This Committee was established to investigate "Whether the present method of conducting the administrative & financial business of the War Office & its distribution as between the Civil & Military Departments is satisfactory" & so to examine the transaction of business, whether such should be delegated to the Military Districts, much matter relating to the Ordnance Committee, &c.
